Greater Program Efficiency and Adoption

The FBL team understands the challenges of managing change when implementing new technologies. Our comprehensive roadmap service ensures that you are investing your organization’s funds to optimize the longevity of systems. It ensures that they are setup for future integration to the new systems.

Foresight/Risk Mitigation

Our team has worked on Public Private Partnership (P3) projects to develop the strategy, functional requirements and design of IMIT systems, and to provide oversight for their implementation. On these, and on more conventional projects, we have developed methodologies to ensure that systems meet the needs of end-users – through broad consultation, tight project management and collaboration with other client sub-consultants and vendors.

Vendor Neutrality

As unaffiliated and independent consultants, FBL has no vested interest in any particular set of solutions or vendors. Having worked with numerous building system vendors, integrators and healthcare technology solution vendors puts us in an excellent position to provide you with unbiased and authoritative advice on a range of technology solutions.

Ethical Conduct

FBL is committed to conducting business in accordance with all applicable laws, rules and regulations and the highest ethical standards. This commitment is embodied in the Company’s Code of Business Conduct and Ethics which, among other things, requires the Company and its directors, officers and employees to comply with the provisions of the United States Foreign Corrupt Practices Act (FCPA), the Canada Corruption of Foreign Public Officials Act (COFPA), the United Kingdom Bribery Act (Bribery Act) and other anti-bribery and anti-corruption laws, rules and regulations applicable in countries where the Company carries on business.

Generally, “bribery” is the offer, promise or payment of cash, gifts and other inducements or favours to a person in a position of authority or trust to influence that person’s views or conduct or to obtain an improper advantage; and “corruption” is the misuse of public or entrusted power for private profit or gain. Bribery and corruption can take many forms, including cash payments, phony jobs or consulting arrangements, kickbacks, political or charitable contributions, social benefits, and gifts, travel, hospitality and reimbursement of expenses.

These best practices apply to all directors, officers and employees of the Company. It also applies to all third parties who act for or on behalf of the Company or who provide, and receive payment for, goods or services related to any aspect of the Company’s operations, including the Company’s business associates and partners, suppliers, distributors, consultants, contractors, subcontractors, joint venture partners and other third-party representatives or agents.

Equity, Diversity and Inclusion

We believe equity, diversity and inclusion is about creating a departmental culture that embraces the uniqueness of individuals and is representative of the population.

  • Equity means that people of all identities are treated fairly. Their individual rights, responsibilities and opportunities are not dependent upon identity.

  • Diversity consists of the conditions, expressions, and experiences of different individuals. It encompasses the unique qualities and characteristics that we all possess.

  • Inclusion is the cultivation of an environment in which all people are respected, where their differences are embraced, and where they all have access to the same opportunities.

We value equity, diversity, and inclusion because every person has a right to equal treatment, and we are strengthened by diverse backgrounds, perspectives, and experiences. Building an equitable, diverse, and inclusive department is collaborative and requires those in positions of privilege to be allies to those who are marginalized.

Our goals are to foster a diverse and inclusive environment by continuous and active engagement of all department members to remove barriers faced by equity-seeking groups. We will create, support and maintain a learning, research, and work environment that is free from discriminatory and intimidating behaviour. We will continuously address issues related to equity-seeking groups that include, but are not limited to, those represented by race, religion, sex, age, physical disabilities, sexual orientation, gender identity, neurodiversity, and socioeconomic status. In the spirit of reconciliation, we will also strive to develop and enhance existing Indigenous relationships.

We act by maintaining an Equity, Diversity and Inclusion Committee that not only includes members of equity-seeking groups, but also their allies. We will actively work to recognize, develop and promote initiatives towards equity, diversity, and inclusion in our curriculum, hiring and promotion policies, and organized events. These efforts will be data driven and guided by evidence of successful approaches that act to remove barriers to inclusion. We will provide allyship, mentorship, and sponsorship to ensure that all members of our department are treated in a fair and ethical manner and are supported in their path to success.

Protecting Intellectual Property and Industrial Know-How

FBL understands that certain actors and their proxies are prepared to use illicit means to obtain goods and technology to advance their interests. These actors and proxies could include state-owned enterprises, academic institutions/institutes, trade organizations or other entities that are not considered part of the state itself but may still serve its interests. There has been persistent and sophisticated state-sponsored threat activity for many years now and they continue to see a rise in the frequency and sophistication of this threat activity.

Proxies could include state-owned enterprises, academic institutions/institutes, trade organizations or other entities that are not considered part of the state itself but may still serve its interests. We remain vigilant in the face of increased human intelligence operations, the use of state-sponsored or foreign influenced actors and media, and the use of sophisticated cyber tools.

Direct engagement between industry, academia, federal laboratories and security institutions on the risks posed by foreign interference has been ongoing since 2016 through the Safeguarding Science initiative led by Public Safety Canada, in partnership with 10 other federal departments. This initiative aims to raise awareness within Canada’s research communities of the risks of proliferation; dual-use technology; research security; and cybersecurity.
